Aircraft assembled under present project might

not be ostensibly military aircraft but having regard to

know purpose of project it would be advisable to regard

it as a scheme incompatible in its present form with

neutral position which Colony should desirably maintain

at present and which it would be obliged to maintain were

the existence of a state of war to be recognised in the

future.
